What I can do for you:

2 options:
First, extract all sound to BWF files, and custom rename them.
Avid does auto patching on filenames with an underscore digit (File_01.bwf)

Then you can auto sync the BWF to the video

Second, do a custom remove / add audio files from one cam to another.
More work (for me to code), but might be easier.

I can probably make a util like this in (slightly) less than a day.

Check out SuperGrouper.  Give it a google.  There is a guy who has really figured out the Quick Keys macros and all kinds of stuff for the multigroup workflow.  Many of our AEs swear by the process.

To posit a possible solution, does a method exist to re-assign the audio channels of the clips as a batch process before I even group them? Basically automating the AutoSync process mentioned above.
