I can confirm that Sony Catalyst Browse is a free cross-platform solution to this Sony a7S problem.

It was able to read, color correct SLog2 to Rec.709, and transcode my sample a7S XAVC-S .MP4 file to a ProRes MOV or XAVC MXF Op-1A file. Both output files had the correct source time code.
As blafarm mentions, Catalyst Browse is limited to transcoding one clip at a time.
