Encore can handle 23.98 .m2v files as long as pulldown flags are present. Some encoders allow you to do this and some don't. For example if you use ffmpeg, you can run the .m2v file through a utility that adds the flags, for example there is open source app out there called dgpulldown that does it. It Windows only, but it runs OK on Linux via Wine.
