The Transcript Tool feature is available in Media Composer | Enterprise, Media Composer | Ultimate, and standard or perpetual Media Composer licenses with an active PhraseFind AI option.
So if you have Media Composer 2024.10 for example and do not have the PhraseFind AI option added or have MC Ultimate, which includes that option as well as ScriptSync and Symphony, you wouldn't have it.
The ScriptSync AI option does not include the Transcript Tool feature, although it does include the ability to manage transcripts of clips in a bin and reference the transcripts for master clips.
