oh it'll almost certainly be quickest / easiest / best using Shutter Encoder - if you can find the right combination.
You can enter FFMPEG command line in the GUI but you could probably just scale to 704x576 'stretch' (thus your rectangular pixels become square?) and also use 2x YADIF deinterlace under advanced to get 50P, if you want to keep the temporal motion?
Others will have better shutter encoder / ffmpeg knowledge...
