Whoever said "HD can not be 29.97" is just wrong.
But if your client deliverables require 23.976 fps, that's all that really counts. And if so, you really should have shot 23.976; there's no cheap but good way to convert 29.97fps to 23.976. Were you to put a gun to my head and demand that I do that, I'd take my finished 29.97 master to my local dub house & run it through their Alchemist Ph.C. box. IIRC it runs about $1000/hr.
