I have no clue about timeline audio bit depth, (never saw such a thing, perhaps my version it too old,) but audio render settings are for, well, audio renders. And that implies only effects I presume.Then, on export, if the target format should have 32 bits audio conform specs, it makes sense that 8 bits are added.
