First, thank you for your persistence and checking-up on this. I had to wait to see what a call to Avid Support would turn-up, then respond to you.
Apparently, it must be a bug in MC v8.9 and something that Support could not help with. Note this particular case is in a very large, major TV network environment with ISIS, NEXIS and ISILON servers.
The editors seem to like Title Tool for slates – they don't want to "fuss" with Marquee (although I tend to love Marquee over Title Tool due to "snap to grid" and re-sizing ease for slates).
Rest assured if there was a "cure," I would have shared it with the L-2 family here.
