[Avid-L2] QT Reference Start TimeCode Error when rolling over midnight?

I've run into this issue before but never found a fix but only a work around.

Network requires the program to start at 00:00:00:00 not a more typical 1:00:00:00 in US or 10:00:00:00 in Europe.  To put bars and tone plus slate I start my sequence at 23:59:00:00 and program begins at the desired 00:00:00:00.  I then export a QT reference using marks set at 00:00:00:00 in and end of sequence out.  The resulting QT Ref has a time code start of 23:59:00:00.

If I change the sequence start to 00:59:00:00 the program starts at 1:00:00:00.  Using the same marks as before only now the in mark is at TC 1:00:00:00 the resulting QT Ref has the correct start time code of 1:00:00:00.

My work around is to subsequence the timeline so it starts just at 00:00:00:00 so there is no crossing midnight.  Then the resulting QT Ref starts at time code 00:00:00:00.  Clearly rolling back over midnight causes some sort of glitch in the time code calculation.  Not the end of the world but it would be nice if it worked properly without having to subsequence.  I hate adding more sequences to choose from whenever possible.

Anybody got any idea what's amiss under the hood?  It sounds like a job for videotoolshed.  ;-)
