Read the article you (and I) just linked to:

"there isn't really such a thing as a 32-bit file"

The codec doesn't need updated, it's the software (i.e. Avid) that needs updated.

Avid has to update DNxHD/HR from 32 to 64-bit which would be backwards compatible.
