This is not true. Even the cheapest hardware can do 23.976, 24, 25, 29.97P, 29.97i yadda...
Only the most sophisticated hardware can actually distinguish between the two..
Any half decent hardware can distinguish, as the software reads some bytes and will tell the hardware what it is.
I can read the difference between 29.97 and 30. I believe I learned there was a difference the moment I could read. Software isn't that stupid, it can read as well.
Whether the file is designated 29.97 or 30fps makes no difference when you play out, even just to your computer screen.
Of course it does. One plays 0.1% faster than the other. Or, if there is no difference, either one is speeded up, or the other one speeded down.
