The Paint Effect is a crude tool for the purpose, but it does the job. Note that each brushstroke will need to be selected and animated individually. Depending on the complexity of your telestrator, you may consider stacking the effects so that each path has its own effect. It will at least lower your chances of accidentally "bumping" one of the strokes as you try to animate the keyframes.
For an alternate solution, Boris RED has a very straight-forward paint effect. Select the brush tool and start drawing. Each stroke will have its own layer and then you animate the "Stroke" start and end.
