So I figured it out, at least for me. I basically needed an older Pace/iLok installer. I downloaded the stand alone installer for Media Composer v8.6.3 (what I was upgrading from) from the Avid Download Center. You have to extract the zip file at a top level directory on a drive. I use an extra internal drive for this (my E: drive). Then navigate to
E:/Media_Composer_8.6.3_Win/MediaComposer/Installers/MediaComposer/ISSetupPrerequisites/Pace License Support 2.5.2.1034
and run
License Support Win64.exe
Or at least that worked for me.
AS A NOTE:
Before running the older version of the PACE/iLok installer I did run an app called Installer Cleanup.exe from iLok. You can find that when you go to the iLok site and download the latest iLok License Manager installer. After extracting the package if will be in
LicenseSupportInstallerWin64_v3.1.6_r37016/Troubleshooting
Installer Cleanup.exe is supposed to clean up the registry that says that the iLok software is already installed when it's not.
