Okay so I managed to format it and honestly I don't know what I did. One
possibility is I ejected the drive from the device manager.
When it reappeared in "Disk Manager" it was a disk needing to be
initialized. FM baby FM.
Maybe it did delete the drive in disk part and ejecting and remounting
showed the drive was truly wiped. Thanks for everybody's input.
