I see it in the Bin menu, "Sift Bin Contents...", along with "Show Sifted" and "Show Unsifted".
I did notice on my system, that I can only directly access those items from the menus in the "Active Menu" display. The menu items show up in the non-active display as well, but are all grayed out. This is V8.5 on a Mac Pro Silver Tower running Yosemite 10.10.5.

Note: This is contextual. It only appears if you actually have items selected.
