There appears to be some confusion about Frameflex here. Frameflex handles resizing images that don't match the project settings. Avid will also apply a motion effect to any clip where the frame rate doesn't match the project setting. That motion effect can be promoted in the motion effect editor. Frameflex sizing changes can be manipulated in the regular effect editor.
