[Avid-L2] Universal mastering field 2 program start, the latest QC BS

We onlined a show at 23.976 and then used universal mastering to output to 59.94i 1080.  All is well but because of the way avid is adding pull down the first frame of program at 1;00;00;00 is a split field.  F1 is black and F2 is a white frame that is the beginning of the open animation.  QC flagged this as not starting on F1.  We called the network and they are fine with it starting on F2.  I know this is a non issue but then the dub house tried to sell their hardware conversion that could fix this if we sent them a 23.98 master.  Needless to say the whole thing is BS but I figure it's a good opportunity to play a little with universal mastering.  I'm going to see if I adjust the pullin, I think that's what avid calls if for a sequence or is it pulldown?  At any rate I'm going to see if I can adjust that to alter the cadence positioning of the A frame.  Again there is nothing wrong with our master just the nature of adding 2:3 pulldown.  I know it has been suggested that a video mixdown cut into an 59.94 timeline will add perfect pulldown but I just don't see the need for the extra step in this case given the network doesn't care if the program starts on F2.

Also what kind of hardware boxes are used for these conversions?  I would think Teranex, Alchemist and Evertz amoung others.  I assume they allow adjustment of the A frame positioning much like an SRW-5500 can adjust the coincidence point of the time code so program start at 1:00:00:00 24F lines up with 1;00;00;00 30DF.  I've never looked into it but is there a setting to adjust pulldown relationship on a SRW-5500, 5800?  I know the only way to get repeatable pulldown insertion on these decks is to feed both tri level 23.976 to ref 1 and 29.97 black to ref 2 but with those sync sources and the pulldown ref on is there a way to adjust the A frame point?
