So I seem to have a solution. If I don't mark in on the first frame of color bars and tone and mark in 2 frames in the durations for video and audio match. I sort of get that but this was avid tone and imported bars. Last show I got even durations marking in at the first frame of bars and tone. Seems like the in point not the out point was the issue this time. I'd understand if it was some whacky format ama link but imported bars and tone?

I export my 59.94 1080I DNX 220 timeline with 4 audio tracks comprised of Avid tone and protools stems. I have the protools mixer add a region at the end so his tracks have 3 minutes of silence at the end. I lay his stems in and chop of the end so the audio out and the video out are equal. Video and time code track match. WTF? Is there a better program to check the track lengths. I know QT Player isn't the greatest but it showed even duration last show but not now. I'm perplexed to put it mildly. The network said as long as there is 10 seconds at the end it should be okay but they still want to flag this difference in track lengths.
