Does this go away if you render? An imported still exists as one single frame of media played out as a RT effect if not rendered. Might well make a difference.

I used After Effects for testing, as it is easy to do...but we first discovered the issue with graphics exported from a Chyron Lyric. We first thought the problem was there, but after testing with other software, it appears universal. Everything works fine in a progressive project, but interlaced causes the issue. As I said earlier, changing the field order setting when importing the still does not fix the problem.
