Huh?
A long (slow) fadeout on a sunset will always cause banding in 8 bit.
There are just not enough colours in 8 bit to make it smooth. That says
nothing about the rest of the program.
So the trick is to dither, in this case by noise, making the transition
between two bands less visible.
Has nothing to do with Avid, it's the nature of the beast...

If the problem comes back due to an entire program being 8 bit, the banding
will be everywhere. Currently he is only getting it in the dissolve created
by Avid. That indicates render issues.
