I get what you mean... I don't know of any effects where the actual blur gets more pronounced.

The easiest way to achieve something similar would be two tracks. Top track has a pretty heavy blur of what is directly underneath. Then use a very soft Animatte effect to blend between them. It would be blending to the same amount of blur throughout, but because of the feather, you'd notice the blue less in the center and more towards the edge. I know that's not quite what you're requesting. I don't think Magic Bullet does this either... sure, it can make the edges more blurry than the middle, but that's just what I'm saying you can do IN the Avid... This is the way most systems work. You determine the full amount of blur you want at the far edge, then simply feather between fully sharp and fully blurred. To actual change the amount of blur... I'm trying to think who allows the actual blur to change throughout.
