As per the Tektronix seminair. 80% of HD content is still watched in NTSC and much of that is center cut. I'm not disagreeing with you facts but if that many people are still watching NTSC most likely over rf modulator ch. 3 I think it's a disservice to the viewers to apply the 5% ish safe title afforded by HD sets. Clearly networks like Discovery don't agree. Perhaps it's designed to give people to incentive to upgrade their TVs. On a related note I did notice the the Prime Time 30 Rock with Brian Williams was letterboxed on my DirectTV SD converter. IIRC that was originally center cut as per NBC's policy that news programming would be center cut and prime time letter boxed. Did that policy change at NBC? Cue D.D. for more enlightenment. My 2 cents is good call NBC I prefer it letterboxed.

I am GUESSING that they are based on the same math that was used to create NTSC standard def safe title and safe action grids, which is to say 720 x 486 x .9 equals safe title and 720x 486 x.8 equals safe title.

The same docs only define title safe on 4:3 images (80% of raster, as I mentioned). The latest PBS TOS document states 1080i safe action as 1786 x 1004 and safe title as 1728 x 972.
