Bad idea.
Since NTSC DV is 411 and MpegII 420 you'll loose another half of the color
resolution...
Mpeg30 in MXF (IMX sony style) is nearly as small and better quality.
The MXF wrapping can be done by almost any pro editing software, and leaves
no room for level / gamma errors.

Depends on the speed of connections and FTP space. If it's going to go to SD
DVD video anyway, then you are probably safest asking for DV (DV25 MOV
files). That's a lowest common denominator that most folks will understand.
Plus you get it ready to edit without further, lengthy conversions. A 3 min.
promo will be under 1GB, which most people can deal with via WeTransfer,
YouSendIt, DropBox, FTP, etc. Can you specify common specs: frame rate, NTSC
versus PAL, letterboxed, 4x3 full frame or anamorphic?
