You can import subtitles in SubCap. These titles can be in EBU19 or in Avid DS format.
Just add the effect to a top layer, click 'Import caption files'. It will auto-split the effect.
You can change the looks of the captions afterwards, and determine if these changes effect a single clip, a track, or the entire sequence.
