Why would somebody would want to shoot video with a Canon DSLR instead
of a purpose-built video camera? Because they already have a huge
investment in skillsets that use the Canon tools, and the addition of
video capability, at a very small additional cost, gives them new
tools which opens new job opportunities.
Adobe isn't trying to get Avid editors to switch from to Photoshop for
pro editing. They're trying to sell more upgrades to current owners
of PS. This is a very smart move. It'll be a lot cheaper for a
casual/new video editor to upgrade his copy of PS, than to buy a new
copy of Premiere.

Just like I don't want to layout an ad in Word, why would I want to
edit video in Photoshop?
