Now you made me go look and this is what I found with a cursory search:
<<Tablet PC Optional Components is a feature that can be turned on or off within Windows Vistas Programs and Features. When the Tablet PC Feature is enabled you will have access to:
1. Handwriting Recognition
2. Windows Journal
3. Snipping Tool
If for what ever reason the Tablet PC Optional Components is disabled you will NOT have access to the above features, this tutorial is going to show you how to enable/turn on the Tablet PC Optional Components Feature within Windows Vista.>>
Not sure if it was changed in 7 or not.
