I think it is remapping and clipping. If you make 16 go to 0 and 235 go to
255 that's remapping the values. However you also have to think about the
values that used to be below 16 and above 235, which theoretically there
shouldn't be but we know there will be. They have no place to go so get
clipped.
Ultimately the problem is that we want to export as 709 but it looks like a
bug because this gives the same result as RGB .

No. Remapping should not clip. As you said it remaps. If your are clipping,
something is not right.
Not familiar with Alexa material ingest on Avid but it sounds like you are
remapping (16 to 0 and 235 to 255) your footage twice.
Avid "thinks" your footage is 16-235, but effectively it is already
0-255.
It maybe a bug, but it's also likely to be a import setting.
