avid fx does a nice job with stills. i throw stills into marquee from time to time as well.

I just wanted to add that while there is the BCC pan and zoom plug-in, I just used it on a project with 120 stills and I was in render hell with it. I'd render, it would create the render file and then not link to it (blue dot remained). Also, while it had a good deal of features, it lacks rotation on the X and Y axes.
