If you don't have Symphony DX with Universal Mastering, option 2 (downcovert
via deck is preferable).
Make sure you are calculating frames and TC correctly (pulldown, DF vs NDF,
etc).
Second, make sure the deck has the same "anchor point" for the TC
conversion. For example make sure 01:00:00.00 in 23.976p is the same frame
as 01:00:00.00 in your 29.97 conversion.
