No, both XDCAM and DVCPRO can be exported natively from Media Composer. The
rub is that when you export a sequence, it has to be of a single codec
unless it is a QT reference export. At some point, you'll need to get the
DV25 stuff to an HD format I assume.

Assuming you're exporting to QuickTime, there will be no new clips created
in Media Composer. If you are exporting too AAF you can either link to or
embed the media to avoid transcoding.
