Well, you can mix frame rates in a sequence, but you still capture in a
project that matches your source's framerate and format. That way, the
original metadata is in the clip.

AFAIK: in a 29.97 sequence, the 24 footage will have a correct start TC,
plus a motion effect added to it. In a 24 sequence, any 29.97 footage will
have the right start TC plus a motion effect added to it.
