This is a total guess, but I would say no. Since you are sending a VGA signal to the monitor it is a computer display, not a video monitor and therefore expects to receive an RGB and not a 601 signal. The "expand luminance" presumably rescales Avid's 16-235 back out to 0-255. However, I would suggest testing that first. Grade some sample shots and burn a DVD of those. Take it to a player/set combo that you trust and see whether what you saw on the display matches what you see on playback from the DVD.
