Issue the "audioextras" command in the Media Composer console, and six from the bottom in that dialog there is a box for "Ignore file name track numbers when importing". This, in conjunction with turning off "autodetect monophonic groups", will do what you want. I tested it just now to be sure (which is how I know you also have to turn off "autodetect monophonic groups" in the import settings.)
The exception to this would be if the iXML metadata inside the wave file is claiming the file is for track 4, in which case you'd have to turn off the iXML as well, but doing that could cost you other valuable metadata.
And it totally works.
