Isn't it true that you have to have whatever track you want highlighted before you hit Effect Mode, otherwise it will be blank (as it should, because how could MC know what effect you want to adjust)?
Arm the Video track that your clip with effect is on, then hit effect mode. Never a blank Effect mode window again.
Unless you are talking about some other rando bug that I've never seen.

I see this on MC 2018.12.15 on mac. I have Source/Record Edit mapped to a keystroke along with Color Correction and Effects Mode. If I'm in source record and switch to Effects Mode it works. If I'm in Color Correction Mode and switch to Effects Mode I often, if not always, get the blank Effect Tool Window. Never really found a solution and I've seen this from time to time for years.
