"This is directly related to a google updated launch agent in Mac OS 10.11 and 10.12 for sure (maybe also 10.10?).
This has been the fix for us. Use at your own risk:
1. Boot into Recovery
2. Launch Terminal
# chroot /Volumes/<affected install>
# rm -R var/
# ln -s private/var var
# chflags -h restricted /var
# chflags -h hidden /var
# xattr -sw com.apple.rootless "" /var
# exit
# rm /Users/[user]/Library/LaunchAgents/com.google.keystone.agent.plist
# rm /Users/[user]/Library/LaunchAgents/com.google.keystone.xpcservice.plist
# exit
(recommended if you can - this enables SIP) # csrutil enable
Reboot
We have confirmed adding the google launch agent files back onto the system will cause the admin user issue again.
