I completely agree.  I think we've had similar thread discussions in the past.  I was surprised when I saw my DCI letter boxed but that's what Netflix has traditionally done.  I asked that we just shoot UHD to start with as the viewers' experience will be to see less pixels at home when we shoot DCI.  I have just followed what Netflix has been doing to our shows the last 2-3 years.

I think the delivery change is more to let post do the scaling and using up post time rather than their time because it takes a long time to scale these things.  I would speculate if I had blazing fast storage pipeline it would go faster but I live in a world of USB 3 and some 4 gig fibre or the macpro internal raid so I think that contributes to how long the scaling takes in Resolve.  So far a Mixdown in Avid and an export after toggling the project to UHD seems the fastest approach.

Here in the UK I spoke with a Netflix preferred fulfillment provider and they agreed scaling 4K DCI to UHD made no sense and cropping horizontally to UHD was the route to follow.
Nobody I've spoken to considers that small image scaling and then letterbox as a sensible route for supply.
They aren't even interested in 4K DCI just UHD delivery.
