It absolutely DOES feel snappier. Like, immediately so. I'm enjoying it immensely.
And yes, it needs fine tuning, which I know will happen (for example, in previous versions, moving clips around in a bin in Frame View mode was very easy. You could place them precisely in whatever config you wanted inside the bin. Now, however, the clips kind of "snap" into place — and not the place you chose -- making it hard to create a nice, tidy layout of organized clips inside the bin.). But overall, I'm really liking it.
