Media Composer can produce a fully formed DPP AS-11 with embedded metadata. With Premiere you can export the AS-11 MXF file but you need to then add the metadata and re-wrap which the DPP metadata tool can do for you.
You may also need an AQC certificate and a PSE certificate along with an Eyeball QC. For UK delivery.
Depends on what the people you deliver to are prepared to do.

Yes pretty unlikely you need a separate XML for UK DPP…
Just do it in MC and it's all done and correct metadata, or AME I think

Are you sure they won't need fully formed metadata populated DPP AS-11 files?
If not and they will make the AS-11 then can't they just add the metadata?
I have a PC copy of the metadata App.
