I suspect it can, depending on the format.
I use FFmpeg instead of AME, and (like Roger said), exporting to XDcam alike (MXF Op1a MpegII) works, but you need to make sure that the encoder is slower than the Avid export, or at least give Avid enough headstart so the encoder will not catch up in time. (We had this conversation before IIRC.)
Since the header is written at start, the growing file has enough info to work on,
I do this all the time, setting params in FFmpeg to be utterly good, so it is slow, but that does not matter since it's otherwise too fast, end is that I'm done sooner, and unattended.
Now, it is highly predictable how long Avid will take to export, but only if all your renders are done. Otherwise it's a bit of a risk.
(I have not yet found a way to stall FFmpeg.)

I suspect the answer is no...
For those that don't deal with growing files we use them extensively in tight turnaround sport & entertainment - live feed edited in the NLE as it happens (well seconds behind) & the resultant timeline exported as a 'growing' file that can be played out by the playout server before export is complete (transfer speeds generally faster than real time so you *shouldn't* catch up with the end of the file.)
