[Avid-L2] Avid background transcode slows until Avid is Quit?

I tend to use background transcoding to transcode 4K camera original to DNxHRHQX to I can leave things transcoding to multiple volumes overnight.  I noticed tonight that when I start a bin of ama linked clips transcoding the Activity Monitor will show upwards of 1800 percent CPU usage so it's really cranking.  Then when I go to a new bin and start another background transcode with those clips the CPU usage drops to aroun 500 percent and stays there for several minutes.

If I then quit Avid the Transcode server jumps back up to 1800 percent usage.  After reopening Avid it still stays at around 1800 percent CPU.  Upon start more bins it slows down again until I quit Avid.

Perhaps this is just the nature of the beast but I'm wondering what is happening to make it slow down cpu usage until a quit.  If it slowed back down when I restarted Avid it would seem more logical but from all I can gather starting another background process it what slows it down until a restart.  If it slowed down just while it's processing the new background transcode to set up the new process it would make more sense.

I have noticed that there are times when background transcoding that cpu usage will just slow down as one clip finishes up.  That seems understandable but what is happening when I add a new process along the way.  Maybe it's just the way it works?
