I doubt this would have any effect but there is in the General Setting tab the "Enable Cap-Lock Protection" that messed me up with cap locks toggling on and off when I would switch apps like going to new blue titler.
I wouldn't think that would effect your situation in any way but might be worth a try to toggle it's state to see if it has any interaction with your problem.

That seems to only change how long until it starts to repeat, but doesn't effect if it buffers or not. I really just want the trim keys to work like the step keys do. Repeat until I let go and then stop when I let go. And actually I set Key Repeat to off, and in Media Composer the stop and trim keys still repeat.
Even in TextWrangler, when I have Key Repeat set to Off the keys will still repeat, so I'm not sure what good that System Pref is.
