Technically true, but your monitor is highly unlikely to be set to 23..976hz. That would look terrible. Ideally you would run 24fps video at 96hz though it is commonly run at 48hz. You are equating the electronic sync rate with the virtual frame rate. These are not the same. That is important to the point I'm trying to make.
I'm sorry you were offended by my post. That makes me sad because I respect you.
But if you will indulge me, are you aware of anyone deliberately creating true 30fps video? If yes, why?
