As I mentioned the track order on the original clip was off with the silence tracks that should be on 3&4 but were on 5&6 where the M&E was supposed to be. I corrected that.
As far as the 5.1 stems order I can tell L & R from Ls & Rs and C and Lfe are obvious. I put them in the correct order of L,R,C,Lfe,Ls,Rs. I differentiate L & R from Ls and Rs by the overall level. Those tracks appeared to be in the correct order on the Avid media clip I was given.

Secondly loudness out of range is of little help.
What LKFS are they expecting and what are they getting.
You do of course have to be able to measure and if need be correct.
Here in the UK we use R128 but it's similar.
