On my old NitrisDX system at work I feed the LTC out of the bob to the Tek scope to play out and have time code.  I had never seen the anc work on Avid output until I stumbled on it at home.  Sounds like it works on version before 8.9 as both you and I are seeing it on DNxIO outputs.  I have never tried the actual XLR Time Code out on the DNxIO.  I think it has one but I haven't built the necessary cable for my home system to read traditional LTC.   It is pretty cool to have and the "other" function button on my Tek 7020s will show a display of the LTC feed to the scope.  Kinda old school but you can at least get an idea of level and if the time code sync word is locked or drifting.  More important back in the linear days but still worth looking at if for nothing but a warm dinosaur heart.

As a side note, we need to set our TEK WVR7100 rasterizer either to Auto or force to ANC LTC in order to read the TC.
Setting it to ANC VITC results in blank reading.

So I'm guessing the sequence TC is fed to LTC output and at the same time embedded into the HD-SDI stream.

That's what I'm seeing too.  I just recently moved up to 8.6.4.  By VITC I assume you mean the anc LTC and not the SD version of white blips at the top of SD.

Ancillary data time code (colloquially called ATC) was added in 8.9.  The writer of the release notes called it "LTC", so you would have missed it if you were looking for it. It works for any hardware that is capable of data track output, including Nitrix DX, Mojo DX, DNxIO, DNxIQ, and some third party devices.

You can turn the behavior on and off in General Settings (alongside the LTC setting).

Also, like LTC, sequence timecode is the only option.

When enabled it overrides time code in the data track.  If you use sources that have time code in the data track, you can turn the feature off to get the source time code back.

Unlike AFD, you don't have to have a data track active in the sequence for it to play.
