Does Avid First have a second row of buttons (source and record)? I can't seem to find the setting.

You have to make sure the PACE License Services are
actually running.  They are a "Automatic (Delayed
Start)" service, so if you try to start Avid too soon
after rebooting, they it may not have started yet.  Check
the Services page of the My Computer / "Manange"
to see what the state of PACE License Services is.
