Thanks to everyone on and off list who have given me tips. It seems I need to install the right driver. I had thought that the driver might be part of the OS but it appears not. I had also assumed that since the GPUs weren't in the Tower Chassis and not going to run the GUI I didn't need to install the driver but that appears not to be the case.

Have you tried booting in verbose mode to see where it fails?
Hold down the option V key on boot up, and watch the action.
