You can do something like this using Region Stabilize: Keyframe the bit you want stabilized selecting a large area of the frame then immediately before and after add more keyframes. On the outer keyframes make the selected area tiny and move it away. You can put it on an in-picture hard mask or even move it offscreen - anywhere there is no motion, basically. Only the middle of the shot is stabilized and the 'handles' remain wobbly.

So I've always wondered: what is the best way to stabilize only part of a shot? I'd like to stabilize a section, then get out of the stabilize effect, into the normal, untreated shot. Of course, if I just cut out of the stabilize, the framing doesn't match up. Never figured how I can neutralize keyframes from the Stabilize effect.
