Caps lock protection is a well intentioned new feature but ends up causing grief for many users. It should not be on by default.
Have you checked your settings?
In "General", there's an option called "Enable Caps-Lock Protection" which does exactly what you're describing, and it's ON by default.It will only kick in if you switch to another app with your Caps-Lock engaged, otherwise it won't make a difference. I guess it's meant to be useful so that you don't start typing in CAPS when in the other app.I thought it was an erratic behavior and it took me a while to understand what was going on, because I very rarely work with Caps-Lock engaged.
