Some Sony cameras limit chroma when severely over exposed, and it looks a lot like solarization. Detail in some color channels, not in in others. Not sure exactly the electronics behind it in the camera, but the colorist may be able to recover some detail by lowering the brightness, yet it's still clipped in certain colors, so that looks really weird and is difficult to fix. Could also be the product of a crappy limiter somewhere in the chain- if the shot was not color corrected but just 'auto clipped' by some software or limiter.

Don't often hear the term 'solarization' used in a QC report.
As you say, it's a very specific effect that might have been caused by doing some severe re-shaping at the top end of a luminance curve, maybe to try and tame some blown-out highlights.
Could they be referring to banding? This is something that's more common with 8 bit material.
