Did you test with CC?
I find it dog slow, and the client monitor updates only on playback, not on scrolling, and even then incomplete.
Editing from one sequence to another can be done, but you always need to include the D track.
Why not work with Subcap instead? Easier to move around titles, even edit them if there is only a partial sentence used.
(I've got a client who does just that, subtitle all rushes before editing..)
And, it's very easy to export a human readable file.
The prinicple is the same, but it's way easier / faster to see what happens where.
(Granted, Subcap is a beast of it's own, but if you don't care about editing the titles, you can also work with a graphics video track with alpha)
I would suggest you use reelnames or shooting dates, and have a CC or subtitle file per reel / shooting date. (Or at least no overlapping TC's in one subtitle file.)
If something goes mayhem, I can make something that will match back all titles based on an EDL.

We are working on a documentary where it's mostly in a foreign language so the thought is we could closed caption the rushes and then use those to edit with so the editor can see the CC on the source side Subclips with CC in them? Or maybe sub sequences
We have never worked with closed captions so this is all new..
How do others do this workflow, and would the above work..
